The activity “extension business and auxiliary construction business” has a comparatively high employment intensity. Additional employment can be secured through the slight importation of heat insulation materials (of which the maximal fill rate of the insulation objective). The employment figures connected with heat insulation measures a full 13 200 people over a period of 16 yearsI

Intensified heat insulation would also have positive effects for the public sector, because the tax recovery within the next 15 years would amount to about 46%  of the investment sum.  (This assumes that the climatic alliance goal of approximately 71.4 billion Schilling is reached.)   It is very hard do draw final conclusions because of conceptual and methodical uncertainties.  The investment costs precluding the accomplishment of the objectives of the Toronto-protocol (respectively  the climate alliance) should be understood as technological (minimal) costs.
